Info from UiB regarding failed negotiations with Wiley

UiB, UiO, NTNU and UiT, together with Sikt – the knowledge sector’s service provider, have in 2024 negotiated a national publish and read agreement with Wiley from and including 2025. Now there is a break in the negotiations.

Our aim in the negotiations has been to be able to give researchers and students reading access to the publisher’s journal, to ensure good publishing conditions for researchers and students, and at a fair price. When compared to other publish and read agreements we have in Norway, and also compared to other similar agreements Wiley has entered into internationally, it has been seen that the Norwegian Wiley agreement is overpriced. We have therefore also had price reduction as a goal.

Wiley has not accepted our starting point for the negotiations, and has offered us varying degrees of price increase rather than price reduction. This unwillingness to meet has meant that we do not has managed to reach an agreement with Wiley on a new agreement.

 

Implications for reading access

How does the break in negotiations with Wiley affect which scientific articles I can access via UiB?

  • UiB retains reading access to most of the articles published by Wiley until 2024.
  • UiB will not have reading access to articles published during 2025 in Wiley’s journal.

Consequences for open publishing

What does the breach of negotiation mean for me if I want to publish the articles with open access?

  • Publication in purely open journals, journals with so-called gold open access, is not affected by the break in negotiations with Wiley.
  • Open publication in Wiley’s closed journal will not work as before because UiB no longer has a publish and read agreement with the publisher.
  • For open access to articles published at Wiley with closed access, you can use UiB’s rights scheme: https://www.uib.no/ub/158627/rettighetsordning-%C3%A5pentilgjengeliggj%C3%B8ring
  • The rights arrangement means that you, as a researcher at UiB, are guaranteed rights to make your own research articles immediately openly available in BORA, UiB’s institutional archive, regardless of whether you publish in a purely open journal or not.
